Executive Team

With more than two decades worth of government relations experience, Janus Norman accepted the role of President of the California Broadband & Video Association, CalBroadband, in April of 2022. Mr. Norman has dedicated his professional life to engaging the policy making process to improve the lives of California, especially the disadvantaged. His commitment to policy work that improves the daily lives of Californians and opens new opportunities for communities across the state is unparalleled.  Prior to joining CalBroadband, he has served as the Senior Vice President for Government Relations and Political Operations with the California Medical Association and as a Legislative Advocate for the American Federation of State, County and Municipal Employees, AFL-CIO. He received a Bachelor of Arts Degree in Communication Studies from California State University, Sacramento, and a Master of Business Administration Degree from the University of Southern California.

Jerome Fitch Candelaria is Vice President and General Counsel, Regulatory Affairs at California Broadband & Video Association (CalBroadband), where for more than 25 years has represented the cable industry on regulatory matters before the FCC, CPUC, and other California state agencies. Jerome also represents the cable industry in numerous technical and policy forums - he served for more than ten years as the national cable industry’s voting member on the FCC’s North American Numbering Council (NANC) and is a long-standing member of California’s General Order 95/128 Rules Committee, where he joins representatives from electric and gas utilities, wireless and wireline telephone companies, Labor representatives, and municipal utilities to address infrastructure-related safety and construction issues.

Jerome is a member and past President of CCPUC, California’s specialty bar for public utility practice.

Before joining CalBroadband, Jerome was at the law firms of Wright & Talisman and Orrick, representing clients from the wireless, energy, water, and trucking industries. He also worked in the Public Corruption Unit of the U.S. Attorney’s Office in Boston, MA.

Before practicing law, Jerome served with both the United States Marines and Navy.

He is a graduate of the Naval School of Health Sciences, the University of California, Berkeley, and Harvard Law School.  

Jerome resides in Elk Grove, California.

Amanda is the Director of Legislative and Regulatory Affairs for California Broadband & Video Association (CalBroadband).  She joined the Association in 2022 with over a decade of legislative and regulatory experience.  Prior to CalBroadband, Amanda was the Legislative Director for AAA where she directed the legislative advocacy of the company within six states.  Prior to that she was the Government Affairs Director for Sentry Insurance where she directed the legislative and regulatory advocacy for fifteen states.

Amanda has her Bachelor’s Degree in History from California State University, Sacramento and her Juris Doctorate from Lincoln Law School of Sacramento.  She became a member of the California State Bar in 2015.

Amanda resides in Carmichael, California.
