Learn MoreThe Director of Regulatory Affairs and Legal Counsel is critical to the mission of the Association. In collaboration with Association leadership, the Director is responsible for the development and implementation of a regulatory advocacy program that encourages private sector broadband infrastructure investment, promotes California as a market for innovation, promotes California as a location to pilot new services, and seeks to maintain affordability by reducing the cost of regulatory compliance. The Director reports directly to the President of the Association and works closely with the Director of Legislative and Regulatory Advocacy. The Director also manages the work of outside consultants and counsel, as well as coordinates the efforts of member companies’ regulatory affairs managers and corporate counsel. As Legal Counsel, the Director represents the Association before state and local government agencies on various issues. The Director also advises the Association on general legal matters.

They also discuss the policy solutions likely to be most effective in achieving broadband affordability goals. As the authors explain, rather than developing and relying on new, complex, and problematic metrics, such as the CPUC’s ARC, a better solution to address affordability concerns for low-income households would be to (i) allow market forces to continue to drive more competition and lower prices in the highly dynamic broadband marketplace, and (ii) focus on ISPs’ low-cost offerings and subsidies that are directly targeted to those in need.
